The Marketing Services team’s key responsibility is to bridge the gap between Advertisers and Publishers, understand the unique needs of the product and find the right combination of online traffic sources, creative advertising and performance incentives to drive the desired outcomes. The experienced account executives and account managers work in unison to consistently refine and optimize campaigns, and collaborate with both advertiser and publisher to align on the overall goals.

Meet the Team

David Tam

CEO, Co-Founder

David Tam has over a decade of experience in the online lead generation space specifically related to the Financial Services and Automotive space. Previously, he has held the position of vice president of operations for Low.com, a division of Oversee.net. David also has held director-level positions at other online marketing companies including: GoApply, Autobytel and AutoTrader. David earned a MBA from the University of California, Irvine specializing in Operations and Strategy. His undergraduate degree comes from the University of California, Los Angeles in Political Science and Applied Developmental Psychology.

Thomas McErlane

President, Co-Founder

Thomas McErlane has over a decade of online media sales and business development experience in Advertising, Real Estate and Mortgage-related spaces. Previously, Tom was the general manager for Low.com, a division of Oversee.net. Prior, Tom was vice president of sales for RealtyTracker.com and LoanWeb.com, as well as director of sales for HomeStore.com (now Move.com). He has an extensive background in online advertising, and over the last several years has specialized in building out sales divisions for the various organizations he has worked for. Tom has a B.S. in International Business from California Lutheran University in Thousand Oaks, CA.

Bertrand Seow

CTO, Co-Founder

Bertrand Seow, co-founder and CTO, is responsible for technology innovations and product development for RATESPECIAL INTERACTIVE. In addition to having a foundation in computer programming and systems, he has over 10 years of experience in finance including commercial lending, investment banking and corporate finance. His experience includes 5 years in corporate treasury operations at Avery Dennison Corporation, a Fortune 500 Company, managed a department with oversight over broker-dealer trading activities in equity, fixed income and foreign exchange markets at Bank Leumi USA, and commercial lending at Greater Community Bankcorp. Bertrand has been licensed by the NASD for both the Series 7 Securities Broker and Series 66 Investment Advisors/Blue Sky licenses. Additional experiences include software development for NASA’s Jet Propulsion Laboratory located in Pasadena, CA. Bertrand holds a B.S. from the University of California, Los Angeles in cognitive science with a specialization in computers.

Josh Armstrong


Joshua Armstrong supports our Founders by providing management expertise in operations, corporate development and strategic planning. Additionally, he serves as general counsel to the Company. Prior to joining the Company, Josh served as VP of Corporate Development at Vantage Media, LLC and Chief Legal Officer and VP of Corporate Development at Oversee.net. Prior to those positions, he served for a decade at some of the nation's largest law firms, advising technology clients on mergers & acquisitions and strategic financings. Since 2003, Josh has served as an Adjunct Professor at Loyola Law School where he co- developed and teaches an advanced seminar on forming and financing venture capital backed start-up companies. Josh is a founding advisor to LeadsCouncil, a trade group and advocacy platform for the internet-based performance advertising industry. He has also served as member of the board of Directors of the Internet Commerce Association, a trade group focused on customer acquisition through direct navigation and is a frequent speaker on mergers & acquisitions in the internet advertising industry. Josh holds a JD from Georgetown University Law Center and a BA from the University of Vermont.

Anna Freeman


Anna Freeman is a registered C.P.A and has extensive background in corporate accounting and most recently serving as the Controller for Control Room. She has also held senior positions at Fox Interactive, Warner Music Group, and Pacific Theatres Corp. She spent five years in public accounting, starting her career at Arthur Andersen. She has a BA in Business Economics with an emphasis in Accounting and graduated Phi Beta Kappa from the University of California, Santa Barbara.

Christine Kim

Director of Marketing Services

Christine is the Director of Marketing Services for RateSpecial Interactive. She has over 6 years of online media, sales and marketing experience. Prior to joining RateSpecial Interactive she was in the mortgage industry as a loan processor and mortgage banker. In 2007 she became one of the first employees at RateSpecial Interactive and is the longest tenured individual outside of the founders. Over the last several years she has worn many hats and filled numerous roles for the company and has excelled in each one. Currently, Christine is enrolled in Boston University.

Melissa Rodriguez-Webb

Director of International Sales

Melissa Rodriguez-Webb is a veteran in the Online Marketing Industry. After obtaining a BA degree in Communications from The University of La Verne, Melissa left her career at Bank of America to pursue a radio/television career at NBC Universal and CBS. While at CBS Melissa was introduced to the Online Marketing Industry and started her career at Specific Media. Melissa later moved to Bloosky Interactive where she was responsible for millions of dollars in revenue. In 2010 she joined the RateSpecial Interactive team bringing with her experience and industry knowledge that had an immediate impact on the company. She has held numerous responsibilities for the company and presently heads up the Marketing Services Division of RateSpecial as Director.

Joanna Jardeleza

Director, Partner Services

Joanna Jardeleza has over 10 years experience in the Online and Affiliate Marketing space. She has held Senior Management positions with Mezi Media (acquired by ValueClick) and Oversee.net. Her areas of expertise vary across Partner Management, Product Monetization and Optimization. Joanna attended Loyola Marymount University where she earned her undergraduate degree in Business, Information Systems, Quantitative Management and a minor in Marketing.
